I really dig the 'old school' sound (quality) to this tune -- the same thing was done with THE INCREDIBLES OST--recorded using 1960s techniques and technology for artistic effect that could have backfired but worked EXTREMELY well! :D

If you're talking about how they appear in the video, It's called superimposition :)

The characters to appear in the foreground are drawn separately from the footage in the background. Once the drawings are prepared, it's pretty much a drag-and-drop procedure in any quality compositing software, like Adobe After Effects.

I don't draw super deformed characters often but yes I do draw anime. The best way to teach yourself the style is to study human anatomy, because, with the usual exception of the eyes, nose, mouth, hair and sometimes the head, characters follow the structure of proportionate humans. I would make a video but there I'm not much of a videographer, lol. You can find plenty of videos already uploaded though :)
