don't know much at all about this instrument but from what i have gathered, i think it is the recording equipment because it just sounds very weird. It doesn't sound badly played though...

Why does the title of this video say "Jolie Blonde"??
This tune is "Star Of The County Down".
Search Youtube for "Star Of The County Down", and you'll get a better handle on it.
