Just did a quick Google search for 52-54 Fords and the steering wheels that were fitted with horn rings appear to either have a complete circle, or a half circle a the bottom when the wheel is pointing the steering straight ahead. Which suggests either the wheel is upside down or he's missing half the horn ring! Ahh well, show was all supposed to be a joke anyway.

What even more of a concern is his steering wheel appears to be upside down all the time he's driving - shouldn't the horn ring be at the bottom?

I don't think so. At 2:00 you can see where it looks correctly placed on top. A "horn ring." I don't think I ever had one of those.
This is one of my favorite shows and it brings back lots of other great memories.
