I've never seen it necessary to use a flash-bang; the OC spray is so damn caustic that after a few sprays and fifteen minutes you're BEGGING to come out. Sometimes the inmates will cover their face/mouth with a washcloth and barricade the door with their mattresses though.....

I wonder why it was used in a cell in Winsconsin, it is defintly a good riot control method but why did they use this on one guy, I would have sued too, that is just plain excessive force, they could have simply used their batons on him then do that, batons would even hurt less.
