As I think I said, if one possess the correct credentials, one can in fact view such broadcasts in the ROK. For radio broadcasts, there is blocking technology. However for television signals, generally speaking, there is not. One simply needs to have the non-NTSC TV verson to see it...which would be probably rather rare in the South. Also, the nature of North Korean TV does not fool anyone in the South because of the patent lies; the reverse is not the case, for Northerners to see/hear the ROK.

Correct. I picked up these broadcasts with a PAL TV, with a switch to go from NTSC and back to PAL, and also a switch to go from D to K and vice versa. If I recall, the TV (picking up the TV broadcasts from across the DMZ in North Korea) was set in PAL-D mode at the time.

There are a couple of factors that could be causing the static on the television.

1) obviously it depends how far South you are from the North Korean border

2) the damn North Koreans use jammers to block South Korean television (as a result of this it causes static on North Korean television reception in the South which they obviously don't jam)

3) North Korea uses SECAM while the South uses PAL (or NTSE) unsure but I'm 100% sure they don't use SECAM.

Believe they build it fore the 1988 Olympics. It's part of the Pyong Yang Olympic complex. The Great (little) leaders father thought that North Korea together with South Korea could go host the Olympics. He ordered stadiums etc. etc. to build. But South Korea who actually got the 1988 games said no no no. And North Korea was left with useless stadiums. The hotel was still under construction and finally they abandon the project after those serious problems occurs.
