I think it's supposed to be a sniper rifle, just without the barrel extension. Just look at where the clip is located. On Halo, you reload the sniper rifle from the bottom of the gun with a rectangular clip.

This is pretty cool. The guy put a lot into it for Legos. Sure there are some inaccuracies compared to Halo's MA5C, but the fact it DOES move is awesome. It's in the basic form. Adjust the handle, add a flashlight. Then you're set.
