The closest thing to it that has ever happened throughout human history is the bubonic plague. The spread of the plague was made possible by the unsanitary conditions of European cities at that time. That's why the plague mostly affected Europe. Diseases like polio, chlolera, TB, and smallpox were defeated by indoor plumbing and sanitation, not vaccines.
