She can use it to one-shot normal enemies and at some mini-bosses (I think it's all, but I'm not positive). She did it in my game against one of those large gundam-type robot mini-bosses. And I've seen in a MasterLL video that she can use it against a real boss (Kanji's shadow, in this case), but it only caused small damage instead of one-shotting. And they don't have to be knocked down for her to do it.

This is Chie's follow-up attack, so she can only use it when the enemy is knocked down. On other bosses, she can still use it, it just won't instantly kill them like this.

Ah, sorry for the misunderstanding.

Even if they're down, though, she'll still only use Galactic Kick on most bosses. As far as I'm aware, only a small number of the game's bosses can ever be punted. :)
