People should watch this film sober so they can wholly understand the message conveyed. Contrary to popular belief, drugs don't do much for opening up your perceptions.
That's not exactly right, you are just talking about "another" perception. We are divided into two separate forms of perception, that of the left hemisphere of your brain (reason, logic, recognition, simulation) and that of the right one (emotion, instinct, objective perception). What many drugs do is either suppress or distort the usually dominant left hemispheres perception and therefor give more power to the right one. So it depends on what perception you want to "open" (i.e. "strengthen").
For one of the two perceptions drugs can be a tool to "open" it. For the other one they usually work in the wrong "direction" (although there are drugs and medicines that can do that too). BUT drugs are always just one of many available tools to achieve either of those two goals. Most of the drugs are easy to use and give quick results - but because of that they are more dangerous than other tools.
I had just smoked som herb before seeing that scene on TV. I thought all of the "scrambling" was just going on inside my head. It looks really cool though..

Interpolated Rotoscoping, early animators used to do it but used large plates to create the effects.
