My guess is they don't - the exaust of the laser is already nearly leathal if you're too close while firing.
Also, with special coating on shells or even projectiles the energy yield that effectively is transferred to the target object becomes ridiculously low.

With plasma shielding - no. Trapped particles are crucial to shielding, but the trapped-particle distribution does not reach a steady state before the trapped particles bounce, thereby violating the unperturbed-orbit technique used in the derivation.
Besides - it would sufficiently allow radiation (ie. lasers) to pass through.

But to humor you childish counter. Some reasons that did stall the THEL concept:
1. Heat Resistant Coating Layers (HRCL)
2. different missile form - minimum cross-section surface area that is exposed to laser
3. hyper-cavitating torpedoes
4. scillating or chaotic trajectory
5. explosive reactive armour / cellularised fuel
6. aerospike (anti-lock-on)
