Yeah... yeah... I get it. By western standards this is silly. Especially the whippings for this offense. But here in the USA I remember my mother was ostracized for wearing what would be called a pair of baggy slacks in the 1950s.
I think the key here is the draconian punishment for this minor offense. Also as she has stated there is no clear and universal dress code standard that all can understand and access.
