If you mean while waiting for the hacker for the first three minutes at the beginning, it's always the same no matter where you wait. You're final time for the stage is determined by what you do in the last 50 seconds or so.
Where? The only place where time was lost was picking up the SPB from the guard since I missed the headshot. There was also one backboost. I lost around 2 seconds. 4:11 would be a nice time for the stage, 4:10 is maybe possible. 4:08 is not. Have you even played the stage for speed?
I like how it takes 3:20 to get to the fun part

They are civilians. They are not playable people, so they don't have names or cannot be categorized. In hard, you fail if you kill all of them.

For story, probably Siberia Easy 2:05. It requires very good strafing to pull off, and is maxed unless a new strat for the stage is found.
