To me the Fiddler shows up because he represents what Tevya mentioned at the beginning. Life is hard and sometimes it only gets harder. And all you can do is cling to what you believe in and hope it keeps you alive while you try to find what happiness you can in your precarious situation.
So Tevya pictures the fiddler to tell himself "Hey, yeah. Life sucks sometimes. But you'll get by and you're still alive to enjoy what might come in the future. So cheer up and have faith."
Gotta love the Fiddler's a-little-too-happy-smile.
