    Couldn't say for sure about the 6 inches. However, his toss definitely does not go "...near vertically upwards, without imparting spin, ...". He clearly tosses the ball towards himself, and it looks like the ball is rolled off his hand, thus imparting spin.

    Also, the service is required to be clearly legal. Doubtful service (too low, not vertical, or imparting spin) loses the point (after initial let+warning). His are doubtful (or worse) on all criteria.
