@Mr4merG no its lag, notice how he and the enemy are both walking backwards but the russian is still going faster then him and then they morph... it's because in real time the russian was actually behind him but the game didn't keep up with the fast movement and the player didn't take it slow. So the lag wouldn't go away because he kept shooting and walking

The helmet could block maybe 2 glancing shots but a straight on shot will go through. The vest could handle 2 or 3 at the most, in real life of course.
