I remember that from the newspaper. It happened in Luik, here in Belgium. It was a joke for some TV-program. Nobody stole his pocket, the guy from the program just throws kind of a fishing-net over his head. There are a lot of idiots like this guys in Belgium who can't laugh with that. They just walk around to have a fight
As a martial arts instructor in Tae Kwon Do, I can say that was pure skill, and fully justified. Tae Kwon Do was not originally for self defense only. It was created and used by a band of Korean brothers to rid the streets of old Seoul of pocket thieves and the Japanese Yakuza.

I don't say that this should be unpunished. But if you're trained in most martial arts over longer period of time you should have more than that option to stop a thief.
@Mindwipe1977 If you look closely you will notice he is glancing to his left and keeping his head straight - in order to position himself correctly for the kick. You've got to remember this is a street situation, not the dojo. The kick was absolutely pin point. Even if his kick was lower, it would have connected with some part of his body. Remember - it's a sweeping kick.

@TDKDante As see in the video, he starts his kick without having his head turned. His head is turned after the kick is begun.
Similar chance of succes if you shoot an arrow without looking at the the target.

Btw...martial arts should only be used for self-defence when in danger. And clearly he's not - just another punk ass violence offender,

Pretty sure this isn't a real thief in action. Seen the video years ago, it was something on a prank TV show. Just went badly wrong!
