I'm not completely sure what you mean by marching, do you mean heel by lifting front legs really high? I think you could teach it with a target stick or by setting a row of boxes and walking the dog between them like in the beginning of Silvia Trkman's puppy class video (search "lolabu land puppy class")
the position of rewards is important too, you have to reward high because you want the head to be held high as well. Happy clicking, tan and white beagles are awesome :)

When she was standing on my feet, I slowly started to move, rewarding her all the time. You could also try teaching the "touch" trick first (the dog touches the target-your foot-in front of him with his paw). Start moving the target to the dog's side, until you are in the Cop-cop position and add movement when you feel the dog is ready.

What a smart Beagle. We have a four year old tri-color. They are amazingly smart animals and love to have fun and play. The howling is the only possible downside.
