No one is fooled that this 'treaty' is different from the 'constitution' ALREADY rejected by France and The Netherlands. Nobody voted for Brown, so he has no democratic legitimacy. This constitutional 'treaty' has no legitimacy either - for the same reason. Once it was rejected by the good citizens of France and Netherlands, our political masters decided to change the name from "constitution" to "treaty" and cancel any other referendums.
