Meso explosion HAS damage cap

the maximum should be 99 999

meso explosion is one of the few moves that breaks the dmg cap

That is only in GMS because CBs used arrows that were equivalent to 50k bags via hacks.

We'll still get assassinate, and meso explosion near the damage cap is still excellent damage, not much less then 50k bags.
