Cops often make up charges against people they don't like. The most common one when an arrest is made is "resisting arrest". Even if the suspect is cooperating they can easily make it look like he isn't and then dish out a beating. Cops that do this deserve the death penalty but they usually get off easy when caught.

First off theres not evidence that the cop was even aware he was being filmed, if he was and was a truly corrupt cop then why didn't he just take the camera by force and then file false charges. he did neither thus showing that either he was unaware that he was being filmed and thus his being filmed has no effect on his actions and did not change the outcome. The laws in all states need to change to allow all interactions with any law enforcement agent rather local, state, or federal to be recorded on video with audio by civilians. As of now most states will not legally allow the recording, video and / or audio, by a civilian without permission of those being recorded. However, law enforcement can record and all things they want without any civilians permission.
