@DeadpoolsTV supposedly the warden from the first one ran for mayor, won the election, and then blocked off an area of the city and just dumped all the criminals in their to keep them from the citizens of the regular city. if you remember and scanned all the chronicles of arkham in the first one, it explains a little more backround. i cant say anymore because i dont want to ruin the first one in case anyone hasnt done it.
