Those are rather bloated figures. There are 6 gurkha regiments with 4 batallions each. IA battalion is 600-1000 men and India has 460 batallions including roughly 100 paramilitary. And the 1.4 million figure will be downsized in the near future as IA shifts to IBGs(integrated battle groups) from the manpower intensive heavy strike corps and minimizes non combatants. Smaller army, better quality, faster to mobilize, easier to modernize and maintain.

Army does not contain paramilitary units.
Army is Armed forces and BSF, ITBP, CISF etc are all paramilitary. Like Navy is armed forces and Coast Gaurd is paramilitary. Armed Forces are under Ministry of defence and paramilitary are under Home ministry. One is an war fighting organization the other a policing organization. They are very different and it would be very inaccurate to mix the two. Thanks.
