everyone is asking why they are walking around. because its county jail. most county jails, as long as you are not violent then you are in a dorm where you can walk around. and in most cases these are inmate workers. the trustees. have way more pull than the other inmates. remember its county jail not prison.

@mertsuk My man, I am a CO and inmates are not locked up all the time. Most of the time it is 1 CO to 100 plus inmates. That will vary depending on what prison. Inmates only lock down for counts and lights out or if they are in SHU. (The Whole) Other than that they walk around freely throughout the facility. Sometimes on the yard there are 600 inmates and 5 COs. Who do you think will win if something broke out? System failure?? For sure!!!
