I live in Atlanta and I have seen first hand the creative shenanigans a police dept. can indulge in to present a merry little paradise. Being a financial centre, Toronto can ill afford to appear as a nexus of violence.
I have seen Toronto firsthand for 50 years go from a civic model to a haven for violent losers. The only difference is the cultural diversity you mention.
