I guess the message commercial is trying to get across is that knowing more than one language can be beneficial. The fish being able to bark like a dog (or speak another animal language) in order to avoid a conflict with the cat, shows this. The problem is, when you relate a situation like this to human languages, it may come across as though one language is better than another or sounds more offensive than another. In this case, dog<cat<goldfish. One language is not better than another.
