Maybe the State should build a more safer railing so that children don't fall through them. They have codes everywhere so why not have codes in State Parks for safety.
The state parks are required to post signs on all railings to prevent people from leaning on them (including kids) It's called READ THE SIGNS. So is the state responsible for the mother's inability to read? So yeah lets spend more tax payer dollars on fencing off all of the borders to everything so nobody will ever get hurt again, how unrealistic. I understand that she didn't expect this to happen, but passing the blame to the state is also irresponsible.

That's the reason why we have courts. Realistically, if that girl had gotten hurt and the mother sued she would have won.

The parents job as a guardian is to make sure the child knew what it meant and why. It's obvious that it was a accident, but to pass the blame because mom couldn't be humble enough to acknowledge the fact that she did not do a terrific job of warning the child and thus the child was at risk not the mother.
