@PolskiMale depends on the anime. Generally it's about the style, but in other animes (say, Darker than Black) europeans are drawn differently, usually with a more defined and square chin and lighter hair and eyes.

If you're talking about their eyes, its more a style. If there's a difference in the eye size, bigger eyes imply innocence and are used for heroes, and smaller squinty eyes imply they're secretive, and are usually used for villains.
