From what I know, this style became popular around the time the Dreamcast was new. In fact, aspecs of it were addopted into Sonic Adventure 2, and more of them made it into Sonic Battle.
@supernova231 Wow, it's rare to find someone who knows about Okage! =D I love that game, personally. And, I do agree with you. The art style is INCREDIBLY similar to Okage's. So much so, that I wouldn't be surprised to find out if the creator of this was an okage fan themself. =)

reminds me of a ps2 game called Okage the Shadow King. The art is very similar in both the body and eye designs. I like it.
