TyDye81, you are a bit correct. Activated carbon does not remove alcohols well. It is however very good at removing organic contaminants, which is mostly responsible for the wine's taste and color. The clear water dripping out is not "pure". Though its not mostly alcohol either as wine only has about 12% alcohol to begin with. The water also probably contains some inorganic impurities that were present during the wine's production. These are generally harmless.
The white filter paper removes the carbon so what comes through is pure water. Its completely safe, as its the same technology companies like Brita put in their water purifying jugs, but much more portable.

Wouldn't that mostly be alcohol coming out? They use activated carbon to filter alcohol product for any contaminates
