They're supposed to "get stuck". It's called a tie, and it's what normally happens. You can cause SERIOUS physical damage to both dogs if you try to pull them apart. They will separate on their own. Small breeds can remain tied for a long time, so don't panic. Above all, please, please, please don't try to breed your dogs before educating yourself on the process. It will help avoid stupid, rash actions that have the potential to hurt your dogs badly.
You DO know that they're supposed to tie up, right? Don't pull them apart, it could really hurt either of the the dogs! Dumbass!
