The Manga was released 8 months before the TV series by Sadamoto (The TV series character designer). The TV series took a little longer to start airing, so some people think that the Manga was conceived first.

Although Hideaki Anno was the main force behind NGE, it would be a crime to not mention Sadamoto. He helped contribute a great deal to the series, and as evidenced by the manga. I'm simply giving you the background information.
