They do have this technology. It's called cellphone GPS tracking, and they can technically monitor any person without a warrant at any time they want. However, they have little reason to track the average person and thus do not do so. They also do not have the funding/manpower to do it.

I went to the ER three times and they thought i was crazy and on drugs, and i went to a dermatologist and he thought i was crazy too. They look like pieces of lint. I could get out of the shower and dry my hair and when they would attack my head (they attack you) my hair near my scalp would all of a sudden be full of lint like fibers. @KittyzKatterz Chemtrails are not a product of cloud seeding. An aeroplane will leave a jet stream regardless of whether its in an area that is undergoing seeding or not. Also the amount of iodine in the precipitate after seeding is .48 micrograms LESS than the safe US standard per litre and is less than that found in common table salt! The funny thing about this is that most morgellons 'sufferers' take colloidal silver as a remedy.

Also cloud seeding might be carried out in one area, but water is a great distributor of pollutants. Water is continually being recycled and whatever is happening 'upstream' will affect the town 'downstream'.
