Dr. Harry's perspective on defects being long term has been well debated and explained on iSixSigma. So before you condemn an entire methodology which has saved companies billions of dollars may I respectfully suggest you learn more about it?
The very basis of the term "Six Sigma" is flawed. Six Sigma's "3.4 dpmo" is meaningless and is based on erroneous math by Six Sigma's founder, Mikel Harry.
