Borat character was way more funnier, because it relied on more social comedy than just dirty provocative jokes and actions (like swinging his penis on TV). Bruno character seemed like more forced approach whose focus was mainly to outrage people and simply make them disgusted by Bruno. And Borat's actions were less predictable than Bruno's.

Oh definitely Borat, the Bruno movie was a huge let down and was mostly sex orienated rather than clever with the jokes. The biggest issue with Borat is that they made him look too obviously gay in the movie so there was no shock factor, people knew he was gay from a mile off, the "say hello to Austria gay tv" monet from the series would not have been accomplishable in the movie.
