King Piccolo PROBABLY didn't regenerate because he didn't have the energy to undo the damage done - i.e. the MASSIVE hole where once his chest had been. He probably figured he was going to die anywhen, hence his little speech, and decided to take his chances with his son.

Makes sense when you think about it, considering the most we've ever seen Piccolo regenerate was his arm, and once his legs during the Buu Saga.
