The Ice Spear skill seems better than Hailstorm. Ice Spear can hit multiple targets, Hailstorm can only hit one.

What is the skill when you jump down on the enemy with the staff?

@RZetlin Actually, it's rE. And I learned a little about it's mechanics..

While you're not shooting st00f, every .5 seconds or so it gains an additional "charge", which is kinda hard to see, but it happens. That's why whenever there was a pause between the attacks, they'd hit 400 without critical hitting. So I'm assuming the charges work the same as firebolt, I.E. stacking damage. As you rank up the skill, you can stack more charges (5 at r1). There is no record on the damage that I've seen so

far so it either base damage (like ice spear/thunder/fireball) or maybe more like blaze where int is actually a large contributing factor to the damage. I'm just gonna assume at higher ranks the charges come faster. Considering it hit 400 damage at 3 charges with rE, where the damage is 50~110 or something like that, it probably has a bonus multiplier like ice spear and firebolt does for being fully charged. It probably won't be a MOB DEVASTATOR, but it'll probably dish out heaps at r1 in 1 vs 1

@kamakazee26 There's a new weapon strengthening system in G13 that lets you upgrade the weapons in a new way. It seems to cause the glow.
