That's because the actor in this film is not really Asian. Tong Po is played by Michel Qissi, a real-life friend of Van Damme whom he also starred alongside with in A.W.O.L. He was the bald and bearded Arabic looking foreign lesion member chasing Leon. He looks nothing like Tong Po in real life, a lot of heavy make-up was used to make him 'look' Thai. (The plait was fake too)
