No. Remember, Babadi doesn't use ki for his attacks like the other Z fighters; he uses magic. Magic and ki are completely different energies.

While King Kai could have "seen" Babadi by his omniscience, he probably wouldn't have been able to point him out in a crowd. This is because like the other Z Fighters, King Kai can sense a person's life force by recognizing their level of ki; Babadi has a very low amount of ki as do normal humans, so he would be hard to find.

Supreme Kai was dead wrong on so many pionts. First, Gohan is definitely not the strongest fighter at this tournament. Also, he didn't know Bibidi had a son. Then he didn't know about Dabura. After that, he kept exaggerating the strenght of Babidi's fighters. Also, his plan of letting Babidi and Yamu get Goahn's energy so that he could find Babidi's hide out completely failed.
