He's not there as a general expert on energy. He is opposing legislation on behalf of blacks. So, Boxer countering with testimony with support from another group that represents blacks is relevant and not racist.

Harry Alford just pulled a Clarence Thomas. To avoid investment in green jobs he's playing the race card,
just like Thomas did. Boxer MENTIONED the NAACP, trying to convince Alford.
She said: 'Here's this group of people you trust, maybe you should trust them on Green Jobs'
She DID NOT say: Trust this proposal just because black people are saying it
