Lowenthal thinks that this legislation would PROMOTE economic development!!?? I always thought he was radical, but this makes him sound radically ignorant of basic economics.....he needs to be voted out!
It's called "social engineering." If I have to pay to park, I won't go to those businesses. Now who's losing out on revenue? The business in terms of sales and the govt. in terms of sales tax.
