can anyone explain me how dat kill in 2:19 works? I killed with that ulti time to time but I dont understand why the hero died a bit later. First ice blast projectile reach at 2:18, second one arrived in 2:19 but veno died at 2:26..but why?

Ice Blast deals a bit Damage over Time. If the HP of the Hero drops under 10/11/12% he is instant death
