sorry, today that paper is a vapor retarder......NOT a vapor barrier......do you actually have mold problems? Heat a vapor rise, plus batting works best when there is an air barrier on both sides, if you were to flip them over, you would probably lose a bit of R-value...it is usually not considerd a retarder or barrier if they are not sealed(continueous), since the sides are loose, the only way I could see having moisture problems is if your garage floor is allowing too much in.
