They seem to be more concerned with air defense, and mobile rapid response systems to intercept, and shoot down precision guided munitions like cruise missiles, laser guided bombs, JDAMS, and such. Deterrence in the form of a formidable ballistic missile fleet is also one of their strengths. Maybe after they're completely satisfied with their doctrine, they might then put emphasis on state of the art fighters.
