The witness system is really stupid nowadays. No handcuff signs even if they ram raided in front of me. Loads of bullshit.

@aXuaLiAlex I agree Thieves loot right in front of me and no cuffs appear.. and I am spamming the left alt button.. Right as they are holding safes and placing them into vans. i think it's bugged sometimes it activates.. sometimes it doesn't.. but it's frustrating for me as an enforcer.

The criminal has the money in the form of an item. On screen you can see "Their Drop" and "Your Drop". Your objective is to prevent him from reaching his, take the item, and deliver it to your drop.
