The most powerful countries after the US are our allies. The point is that we're acting as though we're still in an arms race. The arms race with the US bankrupted the Soviets. @Norseman870 no our education system really poor in some areas such as inner cities! Our infrastructure isn't isn't nearly as good as it could be either, plus we don't have universal health care. The US should consider universal health care to be a right, just like other the Western countries do. Free health care is no more "socialist" than free public schools or libraries and is just as much as a need for everyone. Many of our issues origin because over 50% of budgets is spent on military.

This used in a warzone thats populated with civilians after war time is nasty buisness

Some are meant to inflict casualties over a large radius without as much property damage as you would have with say, one large bomb. And lastly, because sometimes we make it so they don't go off right away, in essence, creating a minefield in seconds rather than days.
