It has nothing to do with being lazy.. People who take positions of power ALWAYS have 2 agenda's personal and public, I think the overwhelming majority let their personal agenda rule there actions. While new comers to the system start out innocent enough, it is likely they will become corrupted the longer they are around.
I work with many people who have been doing this job 20-30 or so years. There are a few who just come to work and get by, but the vast, vast majority are exceptional workers. Unfortunately for them, there is not much recognition or opportunities for advancement.
Working on various government facilities, I've found the stereotype is more from the unionized government employees. I get here at about 730, and by 8 they are taking their first smoke break. You can also set your watch by their smoke breaks, roughly every 45 minutes or so and they last about 20. There are also the ones I pass talking in the hallway en route to a job, to find them still there on the way back 30 minutes later.
God forbid I need to contact someone late in the day or need to be in a building 20 minutes after quitting time to finish a job, no, it makes much more sense to stop early, pack my kit, leave, spend another hour the next day setting up and tearing down again for that last 20 minutes worth of work. My favorite was when I was in an area where a group had just voted to unionize, they had about 1/3 voted no. Naturally the pro-union ones chose to take time away from their solitaire...

But you're right, many civil servants are good people with good intentions, unfortunately it's the others that have the desire to reach the supervisory and power positions for political gain, vendetta, and outright desire for power. It's obvious which group you are in, I could only hope....

The problem with Obama is that people didn't so much vote for him, as they voted against the other guy. I think he will be a bland President, achieving little. Then, maybe that's what people want - a guy who doesn't stir up a lot of controversy for a change. The thing history will remember Obama for is his skin-color, and not much else.

But you're right, many civil servants are good people with good intentions, unfortunately it's the others that have the desire to reach the supervisory and power positions for political gain, vendetta, and outright desire for power. It's obvious which group you are in, I could only hope....

Yeah, I fear the same thing, particularly since he has been hyped so much: nobody could live up to all that hype, particularly given the mess he has inherited. On the other hand, he seems much smarter than Dubya, and less crazy too, so maybe something good will come out of his presidency.

The knock on civil service is that it is tax supported, not subject to the same supply demand pressures of the private sector. That doesn't make it bad or unnesessary just lacking the cks and balances of the private sector.
