In resident evil 1-3 they are zombies caused through a virus, in resident evil 4-5 they are living humans who have been infected with a parasite, so they are pretty much zombies but have almost all human functions like running using weapons driving vehicles and communicating. But they are very aggressive towards normal humans and attack them in a zombie like manner.

If the zombies don't show too much drasticness after being shot, then you aren't able to hit them. If you shoot them in the loog they'l proboblly cover their knee or something like that.
