It's called Mugen. It's not actually a game as such but an easily customiseable 2D fighting game engine. Have a looksie on the internet and you should be able to find it, then check out some of the tutorials to see how to create your own games.

Well, EvilRyu by Reu is one of the most powerful and well done chars in Mugen. There might be some more powerful, but not as well done and balanced as this one ;)
