As you can see in this mock interview, the Jewish interviewer is depicted as a very intelligent, modern and articulate person, whereas Borat looks quite the idiot. So Sasha Baron Cohen is making fun of prejudiced and backward people. If anything he's making fun of Kazakstanians by depicting them that way, which they most likely are not.  Still hilarious stuff, so maybe they don't take it too seriously.
