Actually, you're wrong. Tails' creator WANTED to create a female sidekick, but the idea was shot down. The character of Miles Prower was a later concept that was never at any point female.

Regardless, how things went down before the character was even finalized for the release of his debut game is quite moot anyway. Tails has never been a girl in-game, and that's the most important part.
